scdoc: port to oasis' buildsystem.
when building scdoc, we will use $outdir/scdoc, as opposed so scdoc in PATH.
this avoids making users having scdoc in PATH before bootstrap, but users would have to run an extra command before 'samu commit', if scdoc is to be installed.
I consider this only a minor inconvience.

repo/: remove pkg-config switch using pkg-config --exist. u-config doesnt have this option (currently anyway).
cmake should also be able to catch wether or not gst libraries being installed, and enable video/audio automatically.
remove openjpeg switch altogether and just disable it instead

u-config: import to oasis' buildsystem.
its a smaller pkg-config implementation, and is less than half of pkgconf's size.
This will from now on serve as our pkg-config implementation.
There is also a linux specific implementation in the repo, but for the moment, it just segfaults. So the generic one will do for now.
